In an alternate reality,
John F. Kennedy signs an Executive Order in 1961 to reorganize the faltering NASA and creates the American Space Technical Research Organization.

Rice University, Kennedy says:

"We choose to go to the moon. We choose to go to the moon in this decade and do the other things, not because they are easy, but because they are hard, because that goal will serve to organize and measure the best of our energies and skills, because that challenge is one that we are willing to accept, one we are unwilling to postpone, and one which we intend to win, and the others, too."

J. F. K. champions the low orbit Shuttle project to follow on the heels of Mercury, Gemini, & Apollo. A second phase of Moon landings, Antares, is proposed to compliment the shuttle.

Preliminary blueprints of the space station Frontier come together.

July 24, 1969:
A historic milestone as former president Kennedy crosses the deck of the USS Hornet to a Mobile Quarantine Facility.  With the current President, he is witness to the fulfillment of his dream as he welcomes home the crew of Apollo 11.

Vice President J. F. Wester nominates Caxton Grant to become the next Executive Director of ASTRO.

Geologist Mitchell K. Jordon enters the program and fast tracks through preparation for lunar exploration.

Director Grant's tenure is wrought with trouble during the Antares 7 mission tragedy and Antares 9 crew scandal.
